I have received a lot of visibly scratched CDs that skip in my player. Oftentimes this is discs that were not packed very well (please, please use CD sleeves y'all. They only cost a few cents), but sometimes they were packed in such a way it was unlikely they got scratched in transit. A couple times I PMed the sender and they said they fully tested it just before sending and it played without skipping for them. I suspect my player may be more sensitive than average, but don't really know. I was marking them damaged by USPS because I don't know for sure they weren't and don't want the sender penalized, but I don't want my account to be penalized for having an unusual amount damaged by USPS. Should I be marking them damaged by USPS, damaged by sender if I am pretty sure it was sent that way, or accepting them? Is there a certain amount of skipping I should be accepting? I'm not going to accept anything that has any completely unplayable tracks or stops the player entirely but if it skips for a few seconds then plays should I be accepting them?

You have no obligation to accept CDs that won't play in your machine. The sender saying "tested fine for me" doesn't do you much good. You could make an effort to have the disc buffed (if you can still find a place that does that), but I would do that only if the disc is otherwise hard to obtain. Common disc? Not a chance. Mark it damaged by sender, unless there is clear evidence it was done en route by the postal service.
